Products bearing the EAC mark can be legally imported and sold across all five member states without additional national certifications.

TR CU 018/2011: The Key Technical Regulation

TR CU 018/2011 is the comprehensive technical regulation governing vehicle safety in the EAEU. It covers brake pads and linings for friction performance, brake rotors and drums for dimensional specifications, brake hoses for pressure resistance, and brake fluid for boiling point. The regulation references international standards including ECE R90 for replacement brake pads and ECE R13 for braking systems.

The EAC Certification Process

Step 1: Prepare Documentation

Compile manufacturer business registration documents, product technical specifications, a quality management system certificate such as ISO 9001 or IATF 16949, existing test reports from accredited laboratories, and manufacturing process documentation. All documentation must be translated into Russian for the certification application.

Step 2: Product Testing

Products must be tested at an EAEU-accredited laboratory. Testing for brake pads includes friction coefficient at specified temperatures, wear rate, shear strength, heat fade resistance, compressive strength, and material composition verification including asbestos and heavy metal content. Testing typically takes 4 to 8 weeks.

Step 3: Certificate Issuance and Marking

Once testing and any required factory audit are satisfactory, the EAC Certificate is issued with a validity period of 1 to 5 years. Certified products must bear the EAC mark with the certificate number and certification body identification.

Country-Specific Considerations

Russia

Russia is the largest EAEU market with the most developed automotive aftermarket. Russian buyers are increasingly quality-conscious and brand recognition is important. The extreme temperature range requires brake components that perform reliably from minus 40 to plus 40 degrees Celsius. Russian-language documentation and labeling are mandatory.

Belarus, Kazakhstan, Armenia, and Kyrgyzstan

Belarus follows EAEU regulations without additional national requirements. Kazakhstan is the second-largest EAEU market and is growing rapidly, with its geographic position making it a distribution hub for Central Asia. Armenia and Kyrgyzstan benefit from the same EAC certification framework.

EAC vs. Other International Certifications

ECE R90 testing is often accepted as part of the EAC certification process. GOST certification was the traditional Russian national system but has largely been replaced by EAC for products covered by EAEU regulations. China Compulsory Certification follows Chinese GB standards and must be tested separately from EAC.
