There are two main frameworks to understand. GOST-R is the Russian national standard system. Products sold exclusively within Russia may need GOST-R certification. The certification is issued by accredited bodies authorized by Rosstandart, the Federal Agency for Technical Regulation and Metrology.
EAEU Technical Regulations: Since 2015, the Eurasian Economic Union has implemented unified technical regulations that apply across all member states (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan). For automotive brake parts, the relevant regulation is TR TS 018/2011 On Safety of Wheeled Vehicles.
For most importers, the EAEU Technical Regulation is the primary framework to focus on, as it provides market access to all five member states with a single certification.

Types of Certification

EAC Certificate (Eurasian Conformity): Required for series production. Valid for 1–5 years depending on the scheme. Allows unlimited sales across all EAEU member states.
EAC Declaration: A self-declaration by the manufacturer, suitable for certain product categories. Less rigorous than a full certificate but still legally valid.
GOST-R Certificate: Russian-specific. Required when selling only in Russia and the EAEU certificate is not applicable.
For brake pads and brake components, an EAC Certificate under TR TS 018/2011 is typically required.

What Brake Parts Require GOST/EAC Certification?

The following brake components generally fall under the scope of EAEU technical regulations for vehicle safety: brake pads (disc brake pads), brake shoes (drum brake shoes), brake rotors and drums, brake calipers, brake hoses and lines, brake fluid, and ABS components.

The Certification Process: Step by Step

Step 1: Product Testing

The first step is laboratory testing of your brake parts. Testing is performed by accredited laboratories in Russia or other EAEU member states. The tests evaluate friction coefficient at specified temperatures, wear resistance under standardized conditions, structural integrity and material composition, dimensional accuracy and fitment specifications, and marking and labeling compliance.

Step 2: Documentation Preparation

The following documents are typically required for EAC certification: manufacturer business license and registration documents, product technical specifications and drawings, test reports from accredited laboratories, quality management system certificate (ISO 9001 or IATF 16949), previous certification documents if renewing, and product samples for testing.

Step 3: Application and Audit

The certification body reviews all documentation and test results. For series production certificates, a factory audit may be required to verify that the manufacturing process consistently produces compliant products.

Step 4: Certificate Issuance

Once the certification body confirms compliance, the EAC certificate is issued. The certificate includes product name and description, manufacturer details, applicable technical regulation, certificate validity period (typically 1–5 years), and certificate number for tracking.

Step 5: Product Marking

All products sold under EAC certification must bear the EAC mark. The mark must be clearly visible on the product and its packaging. The marking should include the certificate number and the certification body identification code.

Testing Requirements

Russian testing laboratories may have different testing protocols than Chinese or European labs. It is important to work with a certification body that understands both systems and can guide you through the testing process.

Language Barrier

All documentation submitted for GOST/EAC certification must be in Russian. This includes technical specifications, test reports, and application forms. Working with a local certification agent who can translate and prepare documents is essential.

EAC certificates have expiration dates. Importers must track certificate validity and begin the renewal process well in advance. Expired certificates mean your products cannot be legally sold in the EAEU market.
