What is CCC Certification?

China Compulsory Certification, commonly known as CCC or 3C, is China mandatory product certification system. Established in 2001 and managed by the Certification and Accreditation Administration of China (CNCA), CCC ensures that products sold in the Chinese market meet minimum safety, health, and environmental protection standards.
For automotive brake parts, CCC certification is particularly significant. Brake components are classified as safety-critical products under Chinese regulations, meaning they cannot be legally manufactured, sold, or imported into China without proper CCC certification. While CCC is primarily a domestic requirement, it also serves as an important quality benchmark for Chinese manufacturers exporting to international markets.

Which Brake Parts Require CCC?

Products Within CCC Scope

The following automotive brake components fall under CCC certification requirements: brake pads (disc brake pads) for passenger vehicles and light commercial vehicles, brake linings (drum brake shoes) for drum brake systems, brake hoses carrying brake fluid between fixed and moving brake components, and brake fluid meeting specific performance standards.

Products Outside CCC Scope

Some brake-related products are not subject to CCC certification: brake rotors and drums (metallic components without friction material), brake calipers and wheel cylinders (mechanical components), ABS sensors and electronic components (covered under separate electronics certification), and parking brake cables and mechanisms.

Why Exporters Should Care About CCC

Even if your products are intended for export rather than the Chinese domestic market, CCC certification matters for several reasons. Many international buyers use CCC certification as evidence that a Chinese manufacturer meets fundamental quality and safety standards. CCC-certified factories undergo regular audits, providing assurance about manufacturing processes. Some import markets require proof of origin-country certification. And CCC certification demonstrates that your manufacturer is a legitimate, regulated operation.

The CCC Certification Process

Step 1: Application and Document Review

The manufacturer applies to a CNCA-designated certification body such as CQC (China Quality Certification Centre). Required documents include business license and manufacturing permit, product technical specifications and drawings, factory quality management system documentation, previous test reports, and product samples for testing.

Step 2: Product Testing

Products are tested at CNCA-designated laboratories. Testing covers friction performance measured according to Chinese national GB standards, wear resistance ensuring reasonable service life, shear strength of the bond between friction material and backing plate, heat fade resistance at elevated temperatures, compression set affecting pedal feel, and material hardness indicating manufacturing consistency.

Step 3: Factory Audit

A CCC factory audit examines production equipment meeting CCC requirements, on-site testing facilities for routine quality checks, documented quality management procedures for incoming material inspection and final verification, traceability systems to trace any product back to its raw material batch, and trained operators and quality control staff with documented qualifications.

Step 4: Certificate Issuance

Once testing and audit are successful, the CCC certificate is issued with a validity period of typically 5 years for product certificates, with annual surveillance audits. The certificate covers specific product types and manufacturing locations. Any changes to product design or manufacturing location require re-certification. CCC-certified products must bear the CCC mark with a unique certification number for verification.

Step 5: Ongoing Compliance

CCC certification is not a one-time event. Manufacturers must maintain their quality management system, submit to annual factory surveillance audits, report any product design changes, renew certificates before expiration, and maintain test records and traceability documentation.

CCC vs. International Standards

CCC and ECE R90

The CCC friction testing standards are similar in principle to ECE R90 but differ in specific test parameters and acceptance criteria. A brake pad certified to CCC standards may still require additional testing to meet ECE R90 requirements for European markets, and vice versa.

CCC and DOT/FMVSS

DOT certification follows FMVSS 135 standards, which have different test procedures and performance thresholds than CCC. Chinese manufacturers exporting to the US market must test to FMVSS standards in addition to maintaining their CCC certification.

CCC and Other Market Standards

Each market has its own certification requirements including SASO for Saudi Arabia, ARAI for India, INMETRO for Brazil, and TUV/EAC for Europe and EAEU. While CCC is a Chinese domestic requirement, manufacturers who hold CCC certification typically have the testing infrastructure and quality systems needed to pursue these additional certifications more efficiently.

Common CCC Compliance Challenges

CCC documentation must be in Chinese and follow specific formatting requirements. For international buyers, working with a bilingual quality consultant can streamline the documentation process. CCC product testing typically takes 4 to 8 weeks, and factory audits require scheduling with the certification body. Importers should plan their production timelines accordingly. Any modification to product design, materials, or manufacturing process may require re-testing or supplementary certification. And the annual surveillance audit means manufacturers must maintain CCC-compliant processes year-round.
